random questions so a bard who sings to boost the party and want to continue to perform, which is a free action,....so on their next turn could they also cast a spell that doesn't require them to talk at all while still singing to boost the party at the same time?

You actually don't even have to limit it to a spell that doesn't involve talking (unless a specific performance type says otherwise). Maintaining your performance (say, Inspire Courage) does not inhibit your other actions in any way.

Um... not quite.
One they don't have to sing they have to maintain the performance with a free action that has a component type that matches the performance requirement.
Secondly all bard spells require verbal components, but you can still cast them while using a bardic performance -- regardless of what type of performance it is.

You just make it part of the performance.
Think of the noted bard MC Hammer when he broke his rap to say STOP! (Hold Person) and then Hammer Time (Inspire Courage)... or the equally legendary Bard Vanilla Ice when he too ordered someone to STOP! (Hold Person) and then to 'collaborate and listen' (clearly using Fascinate) all in the same round.

Vanilla Ice isn't not legendary -- perhaps a little infamous but he has done nothing to deserve be put in the same tier as MC Hammer, and it's an insult to MC Hammer to try to do so.
Rereleasing the same song every couple of years does not a legend make.
