Two possibilities:
a) Quicken Spell. While not exactly 'at the same time', you can churn out both in one round. 'Same person' would be 'You', due to Shield's area of effect.
b) Research your own spell, which does give both bonuses. Problem is, the spells have different durations and target applicacibilities... and since you're fiddling with action economy, don't expect the result to be cheap, level-wise.

As for the races, three words: Ask. Your. GM.
The new ARG contains a plethora of races that might, or might not, be allowable; at the discretion of your GM.
Some GMs may merrily mix all kind of races, some (mine included) give a bonus boon (typically a +2 to a single stat thet is not yet modified) to the 'weaker' races when an Aasimar of Tiefling enters the fray, some will stick to the core 7 only.

There was an old guideline in 1e I think that mixing spells you add the spells +1 level. So a fireball (3rd) that when it detonated created burning black tenticles (4th) would be 8th level (and kind of a cool spell).
I'd say that the combined armor and shield would be at least 3rd level if it used shield's duration, 5th if it used mage armor's (precedent, in 3.x there was a greater mage armor that uses the 1/hr level duration, a +6 armor bonus and lasted 1 hour/level)
For the races, in PFS barring boons, you get the core races *mutter* for your home game, it's whatever the GM agrees to.
