Flat-footed but super-dodgy brigands

Hello
Why Brigands from here retain their dodge bonus in Flat-footed AC calculation?
Brigands

They have Dodge feat, true, but all dodge bonuses are lost if the defender is denied Dex bonus to AC, as in flat-footed situation

Am I missing something or is that a typo?
