Summoner and speak with animals

Could a summoner use linguistics to learn animal languages to speak with his summons?

maybe not speak with animals as a whole--but perhaps canine or feline?

Animals don't have languages. Spells allow characters to speak with animals as if the targets spoke and understood a language. He can use such magic, or build a very, very high Handle Animal skill to push his extraplanar animals to do what he wants.
