Two questions regard Oracles and their mystery spells:
1) If a character takes a 1 level dip in Oracle, can they access any mystery spell with the appropriate wand without actually being of appropriate level to have the mystery spell? (For example the 2nd level Metal Mystery spell lead blades)
2) If a character does not have the required Charisma score, can they still use a wand for a spell on the list? (For example, a character with an 8 Charisma, using a wand for a first level Oracle spell)

RAW? Questionable.
Wands use Spell Trigger activation. "Spell trigger items can be used by anyone whose class can cast the corresponding spell."
Lead Blades is not on the cleric spell list, so an oracle cannot (normally) cast it.
It could be argued that when you hit level 2 and learn the spell, your class still can't cast it, but you can, because you're special.
I think it's more reasonable that if you can cast it, you can activate a wand of it, regardless of whether that ability was granted by a class feature, or a feat, or whatever.
2) If a character does not have the required Charisma score, can they still use a wand for a spell on the list? (For example, a character with an 8 Charisma, using a wand for a first level Oracle spell)
You don't need any casting ability or ability score to activate the wand. You may be thinking of spell completion items like scrolls.

This may not be RAW, but I would rule that the extra spells an oracle gets from their mystery don't become part of the spell list until they gain that level.
For instance, in some of the mysteries, the oracle will get a first level spell that isn't on the cleric list, but she won't get access to that spell until 2nd level. So I would say that spell isn't part of her spell list until she's 2nd level. Once she hits 2nd, it becomes part of her spell list and she can use a wand of that spell normally, but not before.
This may not be RAW, but I do think it's RAI.
Example: A Flame oracle gets the spell Burning Hands added to her known spells when she hits second level. Burning Hands is a 1st level spell, but she doesn't learn the spell until 2nd level. Until 2nd level, it's not part of her spell list as it's not a spell on the cleric list. At first level she couldn't use a Wand of Burning Hands, but at second level she could.

The spells are still on her list as castable spells, just like the domain spells are. It is no different than spells on your class list that are above your level. The fact that you gained some as base class benefit, and some from a class feature should not matter.
Actually, I think Lex has the short of it- in intention, anyways. An oracle only gets her mystery spells if she continues in the oracle base class, not any of the spellcasting prestige classes. This is different from clerics and domains, as domains are an integral part of their spellcasting system and completely available from level 1.
I don't know if there's any actual ruling on this sort of thing, but it sounds like you should treat mystery spells as a class feature instead of actual spells (until you gain them).

1st level Rangers and Paladins can use wands of spells on their spell lists even though they don't even gain a caster level until 4th level. Even if they multiclass out and never reach Ranger 4 or Paladin 4 at all.
So RAW, by that precedent of "if you'd eventually be getting it on your spell list...", I would say yes. You could use a wand of those spells.
I don't think it should be that way and you shouldn't get access to it until you actually reach the level where it's added to your list, and would houserule it that way. But the RAW leans the other way.

Another good point. Wow, this is kinda confusing. It'd be good to get an official ruling on this one.

Except that Casting PrCs say you gain spells known gained 'from the base casting class', i.e. the class as a whole NOT specifying a specific class feature. Mystery spells are spells known, otherwise you couldn't cast them. Thus, you add +1 to your class level in the base class, and look to see what you would gain (in spells known, spells/day, etc) if you had actually gained +1 level in the class. So Mystery spells are granted by PrC progression.
