Should I allow a player to take a feat to have access to the Critial Hit Deck on his crits? Or just let him use it because she asked? I'm using iCrit app at the table.
We purposefully do not use the iFumbles...but was thinking of another feat to have monsters pull from the fumble deck (iFumble app), if they attack you with the feat?

Our group used the Crit deck and the Fumble deck. It adds a lot of fun and drama. As far as I know, iCrit and iFumble are exactly the same.
We've all been playing for a long time, and the x2 crit just isn't as exciting.
What we've noticed is an increase in the popularity of high crit range weapons and fortified armor. I'm not sure that they do anything more in terms of DPR, but pulling from the crit deck is more fun.
I suspect it's mostly perceived benefit, it's well known that people remember extreme outcomes, even when they are rare. This is the same reason people play the lottery, even though the most likely outcome is to lose a dollar.

If you have the decks already, why not use them for all characters? NPC and PC. We've been using them and I wouldn't want to go back to not using them. I am actually disappointed in PFS when I crit or roll a 1 and can't take a card.
And its not just for the extra flavor. Combats have been won and lost based on one pull out of the fumble or crit deck. We've actually cheered after pulling a "insert dubuff here" card at just the right time. It has also allowed for lasting effects. In the last game I GM's, I drew the "cut off hand" card. The player went from a disappointed "Awe man" to "Awesome" when I showed her the Stump Knife weapon and said I'd rule it as a monk weapon. What made it more cool was it was Savage Tide and she had also lost an eye at some point IIRC.

I've playtested my method for years... feel free to use this method if you like.
PAX VERITAS TABLE RULES:
CRITICAL HIT DECK - The deck is not in play during any single session until a player crits. The player is given the choice to draw a card from the critical hit deck or not. IF the player takes a card, the effects of the card work as written, however, the critical hit deck is now in play for the gamemaster's NPCs/Monsters as well for the single session.
CRITICAL FUMBLES DECK - The deck is not in play during any single session until a player rolls a 1. This is a fumble threat. The player is asked to roll 1d20. Any result of 1 through 5 confirms this is a fumble, and the player must draw from the critical hit deck. The critical hit deck is now in play, and the gamemaster must also use use it for any NPC/Monster that confirms a fumble, using the same method of rolling 1d20 (any roll of 1-5) confirms the fumble. Note: no modifiers are used on the fumble confirmation roll--it is a straight 25% on 1d20, with 1-5 confirming the fumble.
Outcomes: The players love this because it puts a lot of choice in their hands. Some nights the players face fiersome foes and may choose to pull a card if the battle looks near it's end, but might not risk pulling a card and putting the deck in play for the powerful enemy if battle has just begun. Other nights on a whim, some players pull all night, yet other times... based on circumstance and context, they might each eye each other for approval before pulling, with some shouting, "go ahead!" and others warning, "I wouldn't do that if I were you." It's a superbly great time, and the icrits will work just fine with the Pax Veritas method if you want to try it this way.

We use them and they are AWESOME! I will say, that we dont use the crit deck for enemies unless they are unique or bosses. Some of the crits cause permanent ability drain. we used them on all enemies and then we had a game where our first level sorcerer, got crit by a CR 1/3 scorpion, and took a d4 charisma drain. right away, his character was nullified by a crit. so now we only use them on bosses.

I use the Critical Hit and Critical Fumble decks. I usually don't have mooks draw from the critical hits deck, but I'd use them for bosses if it comes up, and use them for everyone if the players prefer.
I did rule that we use the Critical Hit deck and the players can't just roll damage for crits normally though, because I had a player who would always roll damage normally given the option since damage normally at x2 was superior to some of the 1x+bonus effects on the cards. I'd rather he have to hope for a 2x+bonus card if he wants the 2x bonus.
