This guy...
A Halfling walks up clad in what looks like the skin of a large lizard
his skin is bark tan and his hair is matted at best. He says nothing.
He only draws his bow points the tip down. Then tips his head side to
side as though listening for something. Right eyebrow rises he turns
and lets loose three arrows. The first pins something to the wall, the
second hits the wall and a ring of fire bursts from it at just the
right distance to singe the first, and the third splits the first in
half all the way to the head. He walks over to the wall and pulls what
looks to be a bug from it, brings it back to the table and sets it
down. Now obviously two halves of a bug. "I cooked it, you want half."
A big toothy Grin spreads across his face.

First, you need your DM's permission to make a halfling Arcane Archer. (Normally only elf or half-elf.) Next, it looks like you're going for at least AA 7 (character level 13) with the flaming burst effect, but I think I can get you something like that sooner. I'm thinking an arcane duelist bard to level 6 and somewhere in there, a level of barbarian or wild stalker.
At character level 7, I assume that you'd have at least a +1 bow, so you could use Bladethirst to add shocking burst to your weapon (and someone else might know a feat to change its energy type). Also, one of the advantages of bard is being able to use light armor. Barbarian would give +10 to your speed, while wild stalker would add low-light vision and a Perception bonus; so it's nice either way.
ETA: I just something over half an hour reading and writing, without knowing that you were starting at CL 16... which changes everything. And I can't even help you with it, since I'm not familiar with high-level play. So never mind. I enjoyed the challenge, so no worries -- I'm just saying, could've used that info sooner. ;)
