If it were a PC, I'd say go ahead.
But it's my DMPC (nobody bloody well bothered to play healer). He's a Level 3 Tiefling Cleric, who has a wingspan of 20 feet (and weights at the moment, about 76 lbs or so). Anyway... his wings are tattooed with dark colours on the back, but bright colours on the inside. He usually carries them draped around his body, like a cloak. But if he were to flare them suddenly, he would be much bigger, and there are bright colours.
What I'm asking is, would it be fair to give him a bonus to imtimidate when he does that?

Call the tattoos masterwork items, make sure he spent about 50 gp on getting them tattooed, and you're good! +2 circumstance bonus.
If it worries you, put a limitation on it, like, "Only works against creatures of the character's size category or smaller, since bigger creatures aren't impressed by the tiny tiefling."

Sounds good, though I might change the size catigory, since his wingspan is something impressive.

I'd ask how he got wings.... but I'm not sure I want to know. I'd also want to remind the cautions about playing DMPC's. They shouldn't be taking center stage.
Well.. he already stands an impressive 5'3" tall and weighs in at a whopping 76 lb, is scrawny, has asthma and is far sighted...
You want to see who's smashing things. Go look at the half orc. I'm just keeping people alive and only doing damage when everybody's at a non-dying level of health.

You've created a character with ostentatious wings, and you've highlighted him with physical deformity a la Raistlin. If that's not a character crying for center stage, I'll go eat my Player's Handbook.

Should give the wings giant "eyes" to scare away predators.
EDIT: As for DMPC using intimidate. Bad idea its taking the roleplaying away from the players. DMPCs should be regulated to combat, menial tasks, and information.

A good baseline is that a dmpc should be both the mechanically weakest and personalitywise most boring character in a party.
Actually, the latter part might be a tad difficult to pull off it you have one player who brought his Int 7 / Cha 7 barbarian, who only converses in monosyllabic grunts, if at all.

That is more the players fault then, you can Roleplay INT 7/Cha 7 in more ways than "animalistic grunts".

That and a low int healer is... a bad idea.
And to answer as to why his wings are so large.
So they'll lift him. Of course, I've mostly negated that, since he'll only be able to fly short distances, due to having weak lungs.
He's scrawny (currently weighing under 80lb) because he's got hollow bones. (once again to allow flight)
As for personality, I seceretly be a seceret agent from the future and still be the most boring (okay, maybe that's an exaggeration)
But this party tends to have some very interesting backstories and colourful characters. Except the Meat Shield... He hates devils and hits things.
