Not counting fighters armor training:
At its maximum a mithril chain shirt can have a 4+5enhancement+6dex = 15. (price: 1100+25000 = 26100)
At its maximum a mithril breastplate can have 6+5enh+5dex = 16 but this requires medium armor proficiency. (price: 4200+25000= 29200)
At its maximum a mithril plate can have a 9+5enh+3dex = 17 but this requires heavy armor proficiency and reduces speed to medium. (price: 10500+25000 = 35500)
However, celestial armor at its max is 6+3enh+8dex = 17. Equivalent to the plate. (price: 22400)
Finally, Bracers of AC at max are 8+dex = 8+?. But to warrant this you need a dex that is greater than +9 (+10 minimum is the only time youll see benefit out of it). (price: 64000)

Aelryinth, note my first line: I specifically disincluded Armor Training from the statements below it. Most people who want max dex like this (from chain shirts) are not fighters. Fighters with armor training typically go to plate mail anyhow.
Regarding Celestial Plate: Assuming you are allowed to use the 3.5 paizo publication (many DMs do not allow this) Skeletons of Scarwall then yes, Celestial Plate is available. However, the max AC for it is 9+3enh+6dex = 18 not 19 total. The cost is 25000gp
James Jacobs has stated that specific armors do not use standard pricing schemes. Thus no real way to upgrade them. However, I recognize that this is often houseruled and people just add 7000gp for +4 or 16000gp for +5.

Haramaki, if your dex is MUCH higher than mithral chain chirt's dex limit (rather than only like +1 or +2 better), can be good enough. It's +1 AC light armor w/ no max dex.
For people w/ like +7 or 8 dex bonus, you kind of just fall into an unfortunate gap. Or if you can advance the enhancement on celestial chain, ditto for those w/ dex mods 1 or 2 above what that grants.
