One of my players is a necromancer who is planing to use Create Undead to raise a dragon foe as a juju zombie, for the retained Int and other powers.
The template is a little vague on what powers remain, if any, and what attacks are kept. Specifically special attacks.
Does a juju zombie dragon retain its breath weapon? Or spells?

Since it does not say that it loses any special abilities or spellcasting, it retains all of those.
"A juju zombie is an animated corpse of a creature, created to serve as an undead minion, that retains the skills and abilities it possessed in life."
Now, important things to remember here: an intelligent undead is not automatically controlled when it is created with the create undead spell. He will have to use Command Undead on it, and it will get a new save each day. It will also get to keep the dragon's saving throws, which might mean it gets to break free and go on a rampage.
In a game I'm currently playing in, I started off with a cleric necromancer at level 1 who got killed when we hit level 4. Her sister, a juju oracle, joined the group and vowed to reanimate her slain sister as a juju zombie as soon as she could, so she is currently being carried around in a bag, waiting for me to hit level 10 and get create undead as my mystery spell. :)
