Cut down a tree, and cut a notch big enough for his hoof. Drag it to the hole and drop it in so one end is sticking up.
Repeat with a second log and you now have a set of stairs.

Look up any guide books covering crevasse rescue, and you'll find diagrams that show a pulley system that provides 6:1 power and only takes a few minutes to set up. 2200/6 = 367 pounds.
In the future, have the party members leave it partially set up, and it would only take a minute or so to get it ready.
What would that be-- a survival check to know how to set this up? Or would it be something more specific like profession (guide)?
Those sound right, though knowledge(engineering) would apply too.
