Cut down a tree, and cut a notch big enough for his hoof. Drag it to the hole and drop it in so one end is sticking up.

Repeat with a second log and you now have a set of stairs.

What would that be-- a survival check to know how to set this up? Or would it be something more specific like profession (guide)?

Those sound right, though knowledge(engineering) would apply too.
