I seem to remember seeing something about always getting at least 1 skill point with a level up, but I can't find it anywhere in the rulebook. Is this so? So for instance, if you were a sorcerer (2 skill points per level) with a -2 INT mod, and you were putting your favored class bonus into hp, would you still get a minimum 1 point to spend?

Intelligence (Int): "You apply your character's Intelligence modifier to... The number of skill points gained each level, though your character always gets at least 1 skill point per level."
Generating a Character Step 4 - Pick Skills and Select Feats: Determine the number of skill ranks possessed by your character, based on his class and Intelligence modifier (and any other bonuses, such as the bonus received by humans).
First you check Int and class. Then you add bonuses.
Dumb Human Fighter: 2+Int per level, 5 int (-3 modifier).
First he gets one skill point (2 + -3 = 1 minimum). Then he gets one bonus point from the human Skilled racial trait. Then, if he has Favored Class: Fighter, and chooses the skill rank, he would get another bonus point, for a total of 3 skill points to spend.

would a human with an intelligence of 5 get three skill points per level (2 for being a paladin, minus 3 for being dumb (minimum one), plus 1 for being human, plus 1 for taking a level in his favored class) or one (2 for being a paladin, plus one for being a human, plus one for taking a level in his favored class, minus three for being dumb)?
In this case the human paladin would indeed gain 3 skill ranks per level, despite his low Intelligence.
