No clue, you would have to ask zerzix. He's the one that made it.

I would think so. If this is a game starting a level one they won't have any of the class abilities that are helpfull and lv1, like Rage or Channel or an Animal Companion.

It also does not align with previous editions math.

Example, pseudodragon, pg 128 - should be a 5 ECL creature, not 2.

yrsh, bit of a Necro here, but as for the lycanthrope question in the OP, becoming a werewolf is actually part of the Carrion Crown campaign, and it's a +2 effective level increase for the player.
