If 2 creatures have telepathy as a language and one is sleeping per the witch's slumber hex, can he be woken by telepathy?

I would think not, but what do I know.

Telepathy is just another form of communication so I would think you could.

Telepathy is just another form of communication, so it doesn't wake a magically sleeping creature any better than shouting does.

Ah magical sleep...missed that. You need a standered action as per the spell/effect states.
Normal sleep is a yes though.
