Can a caster cast a spell while prone, what penalties?

Yes. No penalties associated with Prone other than what the Prone Condition states - and any normal spell casting hindrances (as if standing).

Prone: The character is lying on the ground. A prone attacker has a –4 penalty on melee attack rolls and cannot use a ranged weapon (except for a crossbow). A prone defender gains a +4 bonus to Armor Class against ranged attacks, but takes a –4 penalty to AC against melee attacks.

Interesting.

I wonder if you can use a ray spell while prone, since they're weapon-like.

RAW leads to know since weapon-like spells are treated as actual weapons. It is not a rule I would enforce though.

The section on rays repeatedly uses phrasing like "as if it were a ranged weapon" and Weapon Focus says you can choose ray as "weapon for the purposes of this feat".

I think this is a case of an exception proving the rule; rays aren't weapons, although they do act like them in some cases.

Wow talk about circular, please disregard this incarnation of the thread - there is another duplicate thread with the same title where these subjects are being talked about.

And Take Boat is exactly right.

I did not even realize I was posting in two different threads.
