I am building a detective character based on characters like Shawn from Psych, or Sherlock Holmes where they notice these little details and remember them when they are important later.
I got the notice things down, he will be a Bard(archaeologist)that uses the Sift cantrip ALL the time.
But wanted some kind of game mechanic to represent the photographic memory aspect of recalling what he notices later.
Is there a feat or trait that does this?

I run most of the time and don't get to play often. This will be with someone running I don't know to well so wanted some kind of mechanic...plus DM fiat most of the time is to arbitrary I like hard coded mechanics.
But yeah will talk to him and see if maybe he could houserule something in like a trait if one does not already exist.

Thoughtful Reexamining (Ex): Once per day, a rogue with this talent can reroll a Knowledge, Sense Motive, or Perception skill check to try to gain new or better information from the roll. This reroll can be made any time during the same day as the original check.
You can also couple this with the Archivist archetype's Lore Master ability. This allows you take 20 once per day.

Skill focus:perception, a high INT, and copious notes as a player. We always use an INT check for remembering stuff (not sure if that is a core rule, or just a house one) Tell your GM that you are looking around all the time, and keep notes on what he tells you. Have a perception high enough not to miss any clues, and take notes so YOU don't forget them when they become relevant. Some GMs will remind you of things your character knows, others don't. That's when notes become important.

two level dip into mindchemist gives you perfect recall which seems to fit what you're after. basically it doubles your int bonus for knowledge skill checks and int based ability checks to remember things.

One 3.5 suppliment had a "eidetic memory" feat, you still had to take notes ingame (unless you convinced the DM to do it for you) but anything your character ever experienced they could recall in perfect clarity. As an added bonus it made your character immune to magic or psychic memory alteration/removal.

Sherlock Holmes should have a very high int, and you can make the substance abuse by cognatogen.
Yeah, I wanted to say the same. A mindchemist drinking his Cognatogen-stuff really matches the flavor of the good old absinth-belladonna cocktail to "stay sharp". ;)
That said, if you plan on taking mindchemist for more than just the two levels, you could add the psychonaut archetype, as level 5 gives you augury and level 8 even clairaudience/clairvoyance, detect scrying, scrying, and speak with dead. If you want to be a REAL psych dude, that is. And you only need 12 levels of archaelogist bard anyway to have the one advanded rogue talent you need.
Flavorwise, I'd start with the bard levels, mix in the first two mindchemist levels as soon as it seems appropriate for your desperate anti-hero to become a veritable drug addict, and finish off with him developing strange mental powers. :)
