If you are delivering the touch attack via unarmed strike, then yes, but you must hit the target AC, not touch AC. Spiked gauntlets no.

What bbt said if your holding the charge and then attacking or your a magus then yes any bonuses from the weapon can apply if you make it from a regular attack, which must hit full AC not Touch AC.
