Other than dreamscarred (which I assume you know of), Outside Normal's take is the only other attempt at psionics that I know of.

I kinda figured you knew the answer to that. It seemed to me that you were asking about non-Dreamscarred preess stuff. Guess I was wrong! From a brief look, the two caster psionics use Int (Psionic) and Cha (Wilder). The psychic warrior uses Wisdom to determine their powers.
That's what you're wondering about, right? Determining the effects of the powers and the powers known? Otherwise, I'm not sure what you mean by "use Str, Dex, or Con".

Yar, the whole "using physical stats" thing is not a part of Dreamscarred's system, like it was in 3.x.
Cheapy, it used to be that egoists used Str as their manifester stat, Nomads used Dex, Shapers Con, etc. It was a bit ridiculous and only added fuel to the "psionics is OP" debate.
Kudos to J.S. for sticking with the mental stats.

That was something in 3.0 that I absolutely hated. Then again, I thought 3.0 psionics as a whole was a bad implementation. Sadly, it was still an improvement from the Complete Psionicist Handbook from AD&D 2E.
3.5 was an amazing improvement. From the simplification of ability scores, to the removal of the badly executed psionic combat, to the removal of many loopholes, it was just a drastic improvement.
Then Complete Psionic came out and ... well, my lack of satisfaction in Complete Psionic is why Dreamscarred Press was formed.
