Have you considered Darkmoon Vale in Andoran? There is a Campaign Setting/Chronicles guide to it, plus a number of modules take place in/nearby the place. (Some of the stuff is from 3.5.)
Hadn't thought of there. I have run the Carnival of Tears but otherwise know nothing of the area. I will have to look into that. Thanks!

My favortisims are definitely showing here, but Cesca in the Ustalavic county of Varno was designed to be a good small town for PCs to call home and there's a good map in Rule of Fear. (This is the town where I started my own Bastardhall Paizocon campaign in fact.)
Beyond that, you might check out the free Council of Thieves Player's Guide, there's some interesting details on the small towns around Westcrown there. Additionally, Guide to the River Kingdoms might have some cool possibilities (but few maps). Cities of Golarion is also chocked full of ideas, but kind of breaks your "small town" caveat.

Crypt of the Everflame is a great place to start. Not only that, if you want to give the people their own town that they can call home, Conquest of Bloodsworn Vale is an adventure module that can easily be integrated into the end of the Price of Immortality series, which Crypt of the Everflame is the beginning of.

Keep in mind, in Conquest, the PCs have the potential of being knighted and granted lordship over land in the Vale. Kassen, the beginning point in Crypt of the Everflame, is detailed fairly well at the back of the module. It gives a pretty good breakdown of the whos-who of Kassen, and possible back stories/tie-ins to the town.
It's also the first game I ever GM'd so I'm a pretty big fan of it :P

But too right, man! I did run a FR campaign based out of Westcrown, so you have NO IDEA how tricky it was keeping those two straight while we were actually working on that AP. :P

The Pathfinder Chronicle, Guide to Darkmoon Vale, is my single favorite book in the ENTIRE paizo line.
It is just bursting with good stuff. And the modules set in Darkmoon Vale make up a good story. Plus, there's more than enough other things you can use, independent of the modules.
Falcon's Hollow is good, plus you've got the city of Olfden if you want to utilize something a little bigger.
I wasn't much of a fan of Carnival, though. Too gross/wierd for me. Still, the are is my favorite setting.
