I understand that you can not purchase wands of a higher caster level in society, unless the wand is on a chronicle sheet. What I don't understand is why.
I would think that has long as your have a high enough fame score and gp you should be able to purchase a wand of a higher caster level. (ie. Wand of magic missile CL 5th)

I wold think it's to stop people like me. From buying every thing under the sun on a wand. And using wands with out ever taking cure, or restoration spells in spell slots. Same for buffing wands as well.
Hello my name is Calagnar and I'm addicted to wands. As a cleric I wand every thing thats not a combat spell. If I'm healing you it's with a wand, or scroll. If I'm restoring stat damage it's with a wand, or scroll. It is just so much cheaper then wasting it on my day spell list.

It's for the same reasons as per the rulings on items such as Magical Knack. The campaign folks are keeping a tight lid on magic power levels to a consistent level they feel is appropriate for the campaign world. Which means that you have to narrow the focus of what's going to be made available so that scenario writers have a fairly predictable level of magic that they have to account for.
