In CMB we read:

‘’ When you attempt to perform a combat maneuver, make an attack roll and add your CMB in place of your normal attack bonus. Add any bonuses you currently have on attack rolls due to spells, feats, and other effects. These bonuses must be applicable to the weapon or attack used to perform the maneuver.’’

With those ''Other effects'' Am I to understand that +3 sword used in a disarm atempt will give a +3 to CMB ?

Yes.

For example, True Strike is amazingly effective if you can make use of it.

Note that weapon-specific bonuses (things that only apply when you use a specific weapon, like the +3 on your sword, or the Weapon Focus feat) only apply if the weapon is used in the maneuver (not all maneuvers use weapons).

Disarm, sunder and trip all use a weapon by default, so you can apply the bonuses for whatever weapon you employ.

Drag and reposition get the same treatment IF you have a weapon with the "trip" weapon quality; otherwise, they're performed weaponlessly and get no weapon-specific bonuses.

All other maneuvers are performed weaponlessly.

Note that bonuses which are NOT tied to a specific weapon (such as Inspire Courage, bless, and so forth) will apply to any maneuver.

I guess it just seemed conterproductive: why go to the bother of using CMB if its exactly the same as making an normal attack? Why did they not write ''Make an attack, result must beat CMD instead of AC'' ?

It's not exactly the same; the main difference is that you have to reverse the size bonus. Not important for your human fighter but very important for the Tiny and Huge monsters you're fighting against.

They made it similar deliberately, so that it's intuitive. If you understand how to attack someone to cause damage, you will also understand how to attack someone to cause some other effect, too.

As Jiggy mentioned, the weapon may not always be appropriate. Overrun or Bull Rush are more examples that are unlikely to benefit from the +3 enhancement of your sword.

Some bonuses may also apply only to maneuvers, so the 'foo word' CMB has to be established to explicitly differentiate from a regular attack.
