I have a player that is probably going to play a tiny fey druid.
1) Would that change animal companions available? { My first thought is no, but I thought I should ask. }
2) Would that change size of what is allowable for wild shape?
Ex: At level 4, fine to tiny. At level 6, diminuative to small. At level 8, upto medium. What about the plant and elemental sizes? It says as the spell beast shape. But isn't that spell predicated on a medium caster?
Maybe I should just ignore it. But then most druids can only become a smaller animal at 4th level, however this one can become 2 sizes larger.

There is no RAW for it because by RAW pcs can't be tiny. (For important reasons.)
Its important to note how limited wild shape will be (tiny animals). However, by RAW on polymorphing, remember you add size modifiers up until you get to small or medium and then polymorph so he could potentially get a lot of stacking size bonuses and penalties.

If a polymorph spell is cast on a creature that is smaller than Small or larger than Medium, first adjust its ability scores to one of these two sizes using the following table before applying the bonuses granted by the polymorph spell.
Creature's Original Size,Str,Dex,Con,Adjusted Size
Tiny +4 –2 — Small

So, since wild shape acts as Best shape except where is states it is different in the description, you treat it as a polymorph spell.
For example, if your tiny druid changes into a small bird, before you applied the beast shape effects, you would temporarily give them a +4 bonus to STR, and a -2 penalty to Dex, and then treat them as a "small" character for that spell/effect. This would end up with a small bird, with the druids stats except the following: STR: +4, DEX: +0, +1 natural AC, low-light vision, and a fly speed of 30, and then what ever attacks the bird has.
