If you're talking about the witch hex Prehensile Hair, that is specifically called out as a natural attack. Natural attacks can be used to deliver touch spells per the "Touch Spells in Combat" section of the core rules. You can even use the "Alternatively" part of the second paragraph to make your natural attack against regular AC instead of touch AC to do your natural attack damage as well as the held charge.
