Chill Touch allows you to make one touch attack per level per casting of the spell, but it in no way changes the number of attacks you get on your turn. So if you're a third level caster, you can continue making touch attacks whenever you would normally be granted attacks (your turn, attacks of opportunity, etc.) until you land three hits, or cast another spell.

A caster can touch more than one foe in one round during his turn?
According to James, no.
This is kind of out of context, so bear with me, or click the link and read the thread.
People asked about Produce Flame and if they can make iterative attacks with it. James said it's a spell, not a weapon, so "No iterative attacks with produce flame as a result, since it only grants the one attack per round as a touch attack."
Someone asked if you could just keep touching as if with unarmed strikes (iterative touches from high BAB), James replied:
It's not just like performing unarmed strikes, since a) it doesn't provoke an AoO and b) doesn't require use of Improved Unarmed Strike. It's a spell, and should therefore function similarly to other touch spells like chill touch. Iterative attacks are SOLELY the province of weapons (and of spells that specifically work like weapons)—touch attacks and natural weapons do not work this way. Therefore, one touch per round with a produce flame, or one hurled flame per round.
So if you're making unarmed strikes, using natural weapons, or using a weapon (Spellstrike) you can make iterative attacks and discharge each hit (vs normal AC). If you're actually making the regular touch attack (vs touch AC) then you get 1 per round, regardless of BAB/haste/etc.

And as a house rule my group has over-ruled James, declaring that Produce Flame works like ammunition in the case where you're hurling balls of fire that re-appear in your hand after they're thrown. If you get a second throw due to BAB or haste, go for it, but each throw eats a minute off the duration.
As to Chill Touch or using Produce Flame as hand-to-hand, you get a single touch in the same round that you cast the spell. After that, in subsequent rounds, my Rogue-Wizard uses two weapon fighting to make his BAB-granted attacks with his main hand dagger and ONE (only) off-hand attack with the touch spell. This may be my GM's houserule. When the party's hasted, the extra haste attack is with the main hand dagger, not the touch attack. The character's never taken the TWF feat that would grant a second off-hand attack due to the limit on spell-based touch attacks of one-per-round.

My only issue with that is that the spell "Produce Flame" states that you toss them as a ranged weapon, and thus, by his own statement, you should get multiple attacks if you have the bab for it when tossing it.
For any game that I run, I am going by the RAW on it. The RAW does not state that Chill touch or produce flame take a standard action to use once the spell is up and running. In fact, produce flame states that you can toss it like a thrown weapon. Thus, the round after you cast the spell, you can make a full attack action and touch/toss is as many times as your Bab will allow, until the spells run out.
