I'm just curious if anyone has encountered a monster/situation where they could NOT think of a reasonable dirty trick maneuver to try? Like have you ever had a time when the GM was shooting down all your creative thoughts with it until you were left with nothing, no dirty trick? There's the stipulation there about GM discretion and I just want to hear a story from in game when this happened.

There's your problem. The GM in this situation obviously has something against dirty tricks, which is too bad. They're a fun alternative to tripping/ disarming everything. If this is a real issue for you (Meaning not hypothetical) then you need to have a talk with said GM and/ or change to something other than dirty tricks.
In my experience most GMs are grateful for the chance to inject some fun/ RP into the game and as such I've never had this happen. An easy situation that I can see having this problem is when fighting an ooze- what are you going to do to it? You can't pants it or knock it over, its too dumb to trick, you can't throw sand in its eyes (it'll just be absorbed)...

I have a char in a home campaign that is a Magician (profession) and has craft alchemy. I actually came up with a way that makes sense to have little packets of flash powder attached to a spring loaded wrist sheath, so not only can I always go for a blind, i actually have a little bonus associated with it.
I love dirty trick, my feeling is if you sink a feat and can come up with an idea then do it! There should always be "I poke it in its eyes, or I made a knowledge check so I know that it's testicals are really in its knees so I kick it in the knee, or heck I can see it's ears so I do the old football players trick." You slap the ear whole on their helmet and the air pressure hurts the ear.
Start chewing tobacco and you can spit it in anythings face and it will be sickened.
