Just use the class as normal and don't have a mount then. The mount part of the samurai archetype is an incredible small part of their class abilities overall. Just you get a mount and you get a mounted archery ability, that's it. It isn't even close to the primary focus of the class.
The issue is that mounted characters don't fit the campaign I'm preparing, but samurai do, and I don't want to hand out useless class abilities.

I made a mount-less samurai for the Secrets of Tactical Archetypes. Basic idea behind him was ensuring that his allies wouldn't go down, by being able to spend resolve points to affect his allies with most resolve abilities. Also had a nifty way to get resolve points back, and was focused on Constitution. Check out the product discussion page for talk about the Mechanist, which will probably fit your steampunk world.

Does anyone know where to find one? The mount just won't fit what I'm doing.
I imagine you could have something like what the ranger is getting instead of their animal companion, perhaps a feature buffing your warband. Personally, I'd probably go with a fighter variant instead - iirc the PFCS one gave the 1st level feat for 4+int SP/level, which is a pretty decent trade for a warrior who wants to do more than just fight. The tactician from Ultimate Combat sounds good too.

Would the samurai qualify for the Musketeer archetype? I don't recall the specifics off-hand, but it basically amounts to "loose your horse - get a gun."
Normally Samurai cant take Cav archetypes BUT with a simple houserule they can and yes, I forgot to post that one... and its actually thematically sound too.

As Lazer X said, you can use a fighter.
The Samurai is just flavoring. It is an Alternate Class of the Cavalier. I don't think the Samurai or the ninja class was necessary.....you could have easily done them with the already existing classes of cavalier, or fighter, or barbarian, or for rogue for ninja. But i think enough fans and paizo customers wanted a samurai and a ninja.
All you need to do is change the flavoring and you have a Samurai. a fighter would make a good samurai.
If you are worried about the skill selection of a class, you can use the "trait" system to adjust and add class skills to a character.
I had a samurai once......He came from a strange land, ate his food with funny wooden sticks, couldn't read common, and when he went into battle he let out a tremendous shout and grew much stronger and tougher as he harnessed his Ki "rage". in the eyes of the locals, he was a barbarian.
Its all in the flavoring.
