Retraining fighter feats

I am confused by the errata/faq of

Can I use the Bonus Feats class feature to retrain a feat that I gained at 1st level (such as Cleave ) to gain a feat that I did not qualify for at 1st level, but do qualify for now (such as Lunge )?

Yes. Yes. So long as the feat That You "lose" is Not Used as a Prerequisite for Any Other feat, prestige class, or Other Ability, You Can Gain Any feat That You Qualify for at the time That you retrain it. So long as the feat that you "lose" is not used as a prerequisite for any other feat, prestige class, or other ability, you can gain any feat that you qualify for at the time that you retrain it

Does this mean at level 4 you get to drop a feat taken at say level 1 AND get your level 4 feat or do you only retrain?

Read it this way :

"You can retrain a bonus feat you already have at levels 4, 8, 12, 16 and 20. This must be a combat feat gained through the Bonus Feat ability, and you can not change a feat that is the prerequisite of another feat you have.
This new feat can be any for which you qualify at the time you retrain it, as such, even if you retrain your 1st level bonus feat at level 8, you are considered as being level 8 when choosing a new feat."
