Quick note before we start this character will be an NPC COHORT, not a PC so combat isnt necessarily important.
Now you might say, Rogue, naturally. Rogue with social skills is not a bad idea, but I wanted to think a bit more outside the box.
For the record if I go with rogue it's going to be a shadow dancer. Nothing creepier than knowing your boss might be standing in the room.
Also thought this type of position might be perfect for a broodmaster with all his specialized edilions (Stealth and recon mostly).
Any other fun ideas or memorable guildmasaters you've had in your games?
Edit: character will be around level 6.

How about Aristocrat 2/Rogue 4. It's not flashy, but a couple of levels of Aristocrat imply he has some connections in the community. The levels of Rogue imply he know how to use them...
Being an Aristocrat also indicates he has a sense of entitlement, meaning he knows how he's supposed to be treated and, as a Rogue, he won't tolerate less. This could lead to some interesting role playing opportunities.

In a friend's game a couple years back our party was infiltrating a thieves guild in an effort to capture the guildmaster.
The guildmaster turned out to be an awakened deinonychus with rogue levels.
It was the single most painful surprise round ever.
Oh, and let's just say you couldn't have a better term for the situation than "surprise" round.

Tiefling -
Urban Ranger- 6 / or add 1 level of Rogue
At 1st level, an urban Ranger adds Disable Device and Knowledge (local) to his list of class skills and removes Handle Animal and Knowledge (nature) from his list of class skills.
Favored Community (Ex)
At 3rd level, the urban Ranger forms a bond with a community. While inside the limits of this community, he gains a +2 bonus on initiative checks and Knowledge (local), Perception, Stealth, and Survival skill checks. An urban Ranger traveling through his favored community leaves no trail and cannot be tracked (although he may leave a trail if he so desires).
This ability replaces favored terrain.
Trapfinding (Ex)
At 3rd level, an urban Ranger can find and disable traps, as the rogue class feature of the same name.
This ability replaces endurance.
Push Through (Ex)
At 7th level, an urban Ranger is never slowed by difficult terrain in his favored communities. In addition, he can move through the space occupied by local citizens as if they were allies. This does not apply to creatures intent on harming the Ranger. Areas that are enchanted or magically manipulated to impede motion, however, still affect him.
This ability replaces woodland stride.
Pick favorite enemy and your GOLD. The great thing about Ranger is depending on what combat style (Level 2 and 6) you pick you don't have to meet the prerequisites for some of the better feats that take other classes higher level to get.

I think Deinol has the short of it. The leader of a thieves guild needs to be good at theft and subterfuge, and the bard is the best in the game- particularly archetypes like the sandman or archaeologist. You can think outside of the box all you like, but keep the core concept alive: theft and subterfuge. This is particularly true when you consider all of the fantastic bard magic available by level 6, like: mage hand, charm person, disguise self, innocence, solid note, vanish, alter self, blur (stealth checks), detect thoughts, hidden speech, invisibility, misdirection, pilfering hand, and silence.

Just make it an Ancient Cloud Dragon with Celebrity Bard 6. He has gotten bored with life so he decided to learn to play the pipes!
The PC's can think they are dealing with a figure head and really its a frickin Dragon :)
It's an NPC that can keep on giving for a very long time.
Also not what you wanted, but man it would be fun.

Everyone says he out-rogues the rogue, so why not go with the best.
My archaeologist doesn't have a whip, so what did you strangle him wi- oh god.
OH GOD MY CHARACTER!
