1) Per RAW no, as the alchemist doesn't exactly cast spells, so he doesn't fulfill the requirements.
Allowing it anyway could be possible, but I would be cautious about it. There isn't much synergy in the two classes. The "spells" (formulae) of the alchemist is all personal use, while the abilities of the arcane archer is focused on area effect spells.
And in answer of your second question, I'd be inclined be inclined to allow using bombs with the Imbue Arrow ability (but it would entirely be a house rule).
But at the end of the day, the arcane archer levels will not increase your bomb damage, and it will not give you discoveries. As such you don't some of the primary benefits of the alchemist, where a wizard or sorcerer have the most of their power tied up in spells.

This is what I thought as well. Rules As Written, it's not allowed because you need to be able to cast 1st level spells and alchemists do not cast... instead they create elixirs.
However, even if it were to be worked out and allowed, you are correct. Nothing about the two classes synergizes well enough to make the attempt.
