Say you buy a vanity property like a tavern in Organised Play. How specific are you meant to be about it? Which of the folowing apply, You:

1 Have a tavern
2 On the Isle of Kortos
3 In Absalom
4 In the Wise Quarter
5 Opposite the Blakros Museum
6 Where the Decimvirate pop in for a drink every Friday night

Does it matter how specific you are in your vanity background as long as it doesn't have any material effect upon a scenario?

I'd say you're fine up until the last point... since no one knows who the Decemvirate is, it`s unlikely they`d all go to the same place at the same time. Otherwise, there`s no reason to limit this - as long as you don`t change it every game for cheese. If someone tried this at my table, I`d expect to see the details written on a previous Chronicle sheet and signed by a GM.#

Though, since no one knows who the Decemvirate is, there is no reason you COULDN'T say they all go there for a drink. Who could prove you wrong? And it's good for business (even the shady assassin will buy a drink while waiting to figure out who is a Decemvirate member). :P

If you can't prove it, you can't claim it outright.

Now, it is possible to say: "It is believed, among the literati, that many, if not all, members of the Decemvirate have been known to frequent the tavern, Little Scotch on the Rocks, across the street from the Blackros Musem. Always remember to check for monkeys and abberations on your way into and out of the tavern."

In character, I'm sure your Pathfinder can claim that the mysterious Ten stop by his place regularly. I can't imagine that it will attract the clientele he's looking for, though.

Depends on his bluff checks :D

Regardless of whether he convinces people that Cayden himself stops by for brews, the actual benefit is the same.
