At what point can you not? At low lvl as standard action you start a performance, it then lasts for as many rounds as you have per day or until you willingly stop it.
Next round, while performance continues you can attack, or cast Magic Missile or whatever spell you fancied using.
At higher lvl performance is a Move action and eventually a swift action so you can perform and cast in the same round.
No requirement for a feat.

Is there a feat to allow bards to cast spells while using their bardic performance class ability? Or has that not made it into UM and UC from 3.5?
PF changed Bardic Performance. It now just requires a free action each round to maintain. The clause that states if you cast spells while using perform, the performance ends is gone in PF.
This was one of the huge quality of life improvements that PF gave to bards.

There is a feat in the Ultimate Magic book called Spellsong. I got it because I thought it gave me the ability to fascinate and cast a spell the some round, but (after reading this blog) I guess it's advantage is just that it hides arcane spells and gives the ability to cast a second arcane spell next round while the first spell is still maintained with concentration during the performance. Does this sound right?
