First of all, I'll apologize because I'm sure these questions are answered somewhere...I just don't have the time to search.
Replay rules: There's a lot of scenarios I've ran that I haven't played, but someone last night told me that if you gm a scenario, you can't play it afterwards for credit. Is that true?
No, that's not true. For any given scenario, you can get credit twice: once for playing and once for GMing. However, these two credits have to be applied to different characters. (And in the case of the player credit, it has to be applied to the character that you played, obviously.)
List of Scenarios: I've ended up with four soceity characters, and it's hard for me to keep up with what scenarios I've played and gamemastered. Is there a spreadsheet out there somewhere with a list of scenarios along with levels?
Personally, I just keep my stacks of chronicle sheets with the character sheet of the character that earned them. It shouldn't be hard to make your own spreadsheet, though. Just type in the scenarios you've got credit for and search for the name whenever you want to figure out if you've played a given scenario or not.

As Jiggy said, this is not true any more, it used to be true durign the first version of GM credit

More specific to your question, in addition to getting credit for a scenario once for playing and once for GMing, it also no longer matters which order you do them in. This was changed somewhere around the mid-point of Season Two, so your friend is operating under outdated info and may need to read the new version of the Guide that came out a couple of months ago.

If you just want to know which scenarios you characters has received credit for, you can click the sessions link next to the character name. You navigate to the list of chracters by selecting the My Pathfinder Society link. It will show your GM and player session in the list.
I've also found it helpful to see the entire list of scenarios played/GMed by all of my characters. To find this list, go to My Pathfinder Society, then click on the "Sessions" tab before selecting a character. This will show you a breakdown of all sessions you have played or GMed.
