Reasonable Range and upgrades / downgrades?

Just wanted to pick the brains of the community for a moment.

Now that we have some numerical comparisons between the core races and the beastary races commonly used for pcs, what does everyone think is a good reasonable range for pcs in a standard game? Strict 10 or less limit, though that removes things like aasimar and tiefling? Up to 15?

If there is a range selected, would you rebuild a race to get it into that range if a player wanted to play one. For example, say the range is 7 to 14, and a player wants to play a pure orc. Do you upgrade their stats to bring it more inline with standard powers? Likewise if a player wanted to play say a minotaur, would you remove powers off the base minotaur until it came into line?

What range do you plan for your next campaign?

I will sure as the hells boost up Orcs and Kobolds (especially kobolds) when it gets released for real.

But until then I hope they will fix the faulty logic of all the base classes being equal.

Except for that, I will still allow Aasimar and Tieflings, the difference in race makes so little difference after a few levels. (Not counting minmaxers which tend to end in gettin yer arse kicked around here)
