Nope, Caltrops are in the same section as manacles, mirrors, cauldrons, and 10 ft poles. Marbles are, as well, but in the APG. Both are categorized as "Adventuring Gear."
That said, I'd probably say that they are one-use. Realistically, are you so hard up as to not be able to afford 1 sp per bag on marbles?

Depends on how much time you are willing to spend, and how much they were scattered. Finding all of them in cracks and crevices, or pulling them out of bodies may take awhile.
True. It's probably a better idea to just let them lay there for untold centuries, killing and maiming harmless animals, up until the point where they are too blunt to do much more than be kicked harmlessly around.

I'm not really worried about the monetary cost, but they take 2 pounds each which for a low-level caster adds up fast. You can't always run to a store between encounters to pick up more. Asking the Gm would be the obvious solution except that I mostly do online PFS play so I don't really have one consistent GM.
I like the magnet idea though. The AA has a magnet for 5 sp I could swing around with mage hand. The image of running a big magnet over the battlefield vacuuming up marbles and caltrops is rather amusing...

If I were the DM, I'd have the caltrop gatherer roll to see how many of them he could find and regather. I'm thinking 2d4+WIS (since it's sort of a Perception check), then x10 and that's the percentage you found. And when you're down to 10%, you have to buy more.
Rolling d4's for caltrops just amuses me.
