I would say yes (assuming within the carry limit of the elemental), but the Halfling in question if going to have to hold their breath, they are going to take damage from the Burn effect (which also may set them on fire) and they may struggle at the air / stone interface and have to be effectively grappled by the elemental and then moved following the Grapple movement rules - standard action to move half the elementals movement.

Ah... I'm not entirely sure something with a burrow speed could take another creature with it. It could carry stuff, sure, but I don't think it can take creatures.
Otherwise, I'm so turning into an earth elemental, grabbing someone's ankles and dragging him down into the earth.
If it runs, flies, or swims, you can ride it to move with it. Burrowing... I'm not seeing that happen.

Well, I think the Main question would not be in regards to the Burrow speed, which likely displaces earth as you go, but the Earth Glide extraordinary ability...
In other words, even if the Elemental completely engulfed the halfling in a deathly hug, and sunk into the wall, the halfling's body would likely still make full contact with every rock and pebble that the magma elemental can just Glide through.
Can't personally but my finger on the Rules as Written, though...
EDIT: Likely, there will be a Strength check involved with a DC equivalent to Displacing that much earth at the same speed that the Magma elemental travels. Plus quite a bit of damage to the poor halfling's fleshy body, as well, unless he's got some Stoneskin-worthy DR. Also, there'd be a Halfling-sized hole in the wall.
