What does using a [sonic] spell do for Perception DCs to hear?

Would that be an unfavorable condition or Terrible?

Depends on what the other sound is.

If someone uses sound burst to cover up a rogue sneaking around i would say it does nothing: the boom lasts a second the rogue is creeping around for six.

If on the other hand say, an assassin gunslinger times their gun shot to go off with the bard's sound i would apply whatever penalty was required to make the DC relevant for your PC's die rolls to matter (based on level)

For sound burst, could it be done as a sub-sonic, or ultrasonic frequency making it below or above the normal range of hearing for humans, but still capable of affecting things?

Sovereign Court

I'd say it'd be the same DC as hearing combat happening. So base DC of -10.
