How important is wealth by level in terms of game balance? If I have a 5th level character who has only earned around 1,000 gold in his career, what effect will that have if monsters/adventures are not adjusted to compensate for the lower wealth total?
It means the character is "under powered" compaired to what the book thinks their gear should be at.
It makes things alot harder.

Depending on how tactically proficient your party is compared to the DM, it can make things harder. Without magic weapons etc, then things like damage reduction and spell resistance become more challenging to overcome, which can lead to character death and such like. It also means that more mundane encounters can quickly become more deadly with the lack of healing etc that can sometimes occur. Ultimately it means that players just have to be a little more cautious than normal, and that the DM needs to think about just how much look he is giving out. Other than that, no it doesn't make much difference in the game.

It depends on the group. For the casual gamer they will miss that treasure. Better players can get by with less to an extent if the encounters are not ramped up too much.

Pretty much this - I have only one player that constantly complains about how "little" treasure we're getting. Everyone else is actually making due with what's been found and enjoying themselves. Although, the player complaining in my group is not someone I'd consider a casual gamer, but still, I agree with wraithstrike on this.
