In the Item creation section for scrolls it states:
"Scribing a scroll requires 1 day per 1,000 gp of the base price. Although an individual scroll might contain more than one spell, each spell must be scribed as a separate effort, meaning that no more than 1 spell can be scribed in a day."
I understand the time comments for the entry but what I do not understand is what having multiple spells on a scroll means.
For our thoughts lets say you have a scroll with Mage Armor and Shield on it.
Does this mean that the scroll sheet holds both spells and is only consumed after both spells are used up? Thus being treated as two separate scrolls but space being save by them being on the same piece of parchment?
Does it mean that the two spells are activated at the same time?
Also how would you calculate the cost?
If they are two independent spells I would assume that you simply charge as though you have crafted two scrolls, but if they activate together then would it be multiple different abilities with the cheaper item being multiplied by 1.5?

This is correct, though I don't really know that it is a savings of space. The only real advantage I can see of doing it is not having to take out a new scroll as a move action as it is already in your hand... of course you would have to have just the right spell on there. Maybe you have a suite of scroll spells you know you cast together?
Typically I only see this used in treasure rather than a crafting choice of PCs.

Do note that under the scribe scroll feat:
Benefit: You can create a scroll of any spell that you know. Scribing a scroll takes 2 hours if its base price is 250 gp or less, otherwise scribing a scroll takes 1 day for each 1,000 gp in its base price. To scribe a scroll, you must use up raw materials costing half of this base price. See the magic item creation rules in Magic Items for more information.
So in the feats section it actually specifies that cheap scrolls don't take very long to write at all. Just thought it would be a good reminder as it makes stocking up on some simple spells a lot easier.
Having multiple spells on a scroll does save you a little time, since there is no RAW way to get a scroll out faster than a move action. Especially if it's something you're going to spam or might need to do multiple times in a row, like a bunch of magic missiles, or several knock spells- and don't have the ability, money or the time to just make a wand. Or some arcane combo, like spiked pit & black tentacles, or protection from energy and detonate.
The final benefit is if you take that crazy wizard archetype in ultimate magic, the Scroll master. More spells on the scroll = more effective hit points to the scroll.
