What can an Efficient Quiver hold?

Rules Questions

I have a player who picked one of these up. She's not interested in using the "javelin"-sized compartment for javelins, but wants to stick more arrows in there. The logical, non-RAW part of me says that wouldn't work well because you'd have to reach way down into the quiver to get something as short as an arrow placed in a slot as large as a javelin, but the RAW part counters by pointing out that the item's description says that whatever the character wants from the quiver will always be quickly and readily available. What wins?

I wouldn't sweat the small stuff. I'd look at that compartment as more "allowing" something bigger, rather than needing something that specific.
It probably won't affect much in gameplay, and just means even less bookkeeping with regards to counting shots.

In a slightly different (but related) direction, I've heard and considered some ideas of using the quiver for holding things like rods of metamagic or other weapons that are similar in shape, but not exactly like a staff or bow (or javelin).

I've seen an efficient quiver become a perfect golf bag for the fighter who has a sword for every season.

Is there a limit to how many scabbarded swords you can have strapped to you? The efficient quiver just gives the option of drawing it "as if from a regular quiver or scabbard".

I see it more useful for drawing weapons that typically don't have "scabbard-like" options for drawing. Like a halbard or quarterstaff, etc.

A wizard with a half dozen staves of varied powers could use the quiver effectively. The quickdraw + metamagic rods + glove of storing gives a lot of options for mixing up your magic during combat, if the efficient quiver can work with those as well.

I use the largest compartment to carry pole arms. I mean really, you can't have enough 10-foot poles to poke and prod those unknown dungeon implements.

I see no problem with that.
If anything you can say "Ok because the part wasn't exactly made for arrows, you can't draw from them in a free action. But you can use it to store X additional arrows, and when you have time you just refill your arrow compartment from those"

Or you just let her use it, it's a magic item with extradimensional space after all. That's always a good explanation for weird stuff happening.
