More specifically, I have a human cleric level 1, with 10 Int. Can I have 4 skill ranks? (2 class + 1 human + 1 favoured class)
Typically, yes. Although your favored class does not necessarily need to be the class you choose to take at first level.

Each character begins play with a single favored class of
his choosing—typically, this is the same class as the one
he chooses at 1st level. Whenever a character gains a level
in his favored class, he receives either + 1 hit point or + 1
skill rank. The choice of favored class cannot be changed
once the character is created, and the choice of gaining a
hit point or a skill rank each time a character gains a level
(including his first level) cannot be changed once made
for a particular level.
I would say so.

Yes, if you take "Cleric" as your favoured class (in this example).
Got to love Ninjas, The Generating a Charatcer should have included the step of choosing your Favoured class and it should happen before step 3 - Pick your class.

Only if the class you take at 1st level is the same one that you choose as your favoured class, as others have described. You can choose a class as favoured, but take something else at 1st level if you prefer.
