So with slow time you can spend a swift action to trade 1 regular standard action for three special standard actions.
Now as drinking potions is a natural ability, you normally cannot use the standard action to drink it. But if you have the accelerated drinker trait and if you had the potion in your hand at the start of the turn, you can drink it as a move action.
Slow time allows you to use the special standard actions for move actions.
Add in 2 vestigial arms and your monk bbeg can be walking around with 4 potions in hand if the party hasn't surprised him. Thus round 1 he knocks back 4 potions.
Now I just need to pick the potions.

disposables are much cheaper than other equipment and would allow me to boost the difficulty of an encounter without dropping serious extra wbl on the party.
Ranger with favored enemy toward your pcs with bane arrows is pretty mean too, thats why you should play npcs like people, who cant just spend consumables all day

Not sure what you are saying. How is using 4 or so potions in an encounter at lvl 14 an example of using too much wealth? bbeg also do not fight all the time anyway.

You dont become a bbeg by being a pacifist, you also dont research how to grow new arms and slam back magical concoctions to use it for 1 the 8 or 9 adventuring parties to show up that week. He was saving it for the pc party for some strange reason.

You seem to assume that there cannot be a fair reason for his character build. you also seem to assume that I was saying he didn't fight at all. NPCs have battles. If he uses this tactic once a day that is only 4 potions a day which is not so bad.
But whatever. I do not care terribly much if you dislike it.

I'm in the second group. I like that you are trying to keep an eye on wealth-by-level but I think you might be trying too hard and that a lot of players will feel they are getting screwed.
You know the group, so you'll have to decide.

well they thought it was pretty awesome when I through a destructive retribution necomancer at them in 3.5. So I think this will have its moment.
Serious, you guys and your throwing the "cheese" word around. There is nothing cheesy about a monk. Literally nothing a monk can do is cheesy no matter how I boost him up. Comparatively, if I were out to get them, I would throw a lvl 14 caster w/ mooks at them. I can mess with them much more and give them much less xp and treasure that way.
I miss the old wizards boards. Back there, I could have named this character bane and played him up like a steroid using super buffed freak and people would have thought it was cool.

Maybe I'm just old and ornery, but if I ever had a DM tell me, "sit down and shut up," I would get up and leave. Life is way too short.

no worries guy, but has a dm you do get to make things work for you, i made a intelligent luchador mask, that could move and change shape so it mimics the hearts desire of hits holder, the wizard saw a stars and moons ext and the fighter saw a a sweet lion face. every day they had dreams to put the mask on and had to make a will save. and it could can cast a 6th level spell at will to complete its mission to "defeat or slay opponents"
ie wrestle undead. so the mask can cast geas on an enemy to wrestle who ever wears the mask.(it is a trap!)! i know you cant make a worn item intelligent but i can because it is sweet and i can do it. dm magic
in fact has we speak the half ling wizard is now engaged in a wrestling match with a vampire and now refers to himself as "el magico grande"
