Animal Shamans have +/- related to their Wildshape
ability functions at her druid level – 2. If she takes on the
form of X, she instead uses her druid level + 2.
Shaping Focus (from UM) says:
shape ability is calculated as though your druid level
were four higher, to a maximum level equal to your
character level.
Special: This feat has no effect if you are not a
multiclassed druid.
So my question is: a Shaman taking a 1 level dip in another class (multiclassing), is considered having his full character level for every kind of wildshape? (es. a Lion Shaman 16/Alchemist 1 is considered a Druid 17 for Elemental Form?)

I believe Shaping Focus says "to a maximum of four higher, to a maximun level equal to your character."
So a 6th level druid would not be able to use the feat.
A 6th druid/2nd rogue with the feat would wildshape as an eigth level druid.
A 6th druid/6th ranger with the feat would wilshape as a 10th level druid.
Your example of a lion shaman 16/ alchemist 1 (if he had the feat) would elemental shape as a druid of 16(base) - 2(not a lion shape) + 1(having the feat and one level of alchemist) = 15th.

Niel has it right -- your "druid level" would be considered to be 17, which in your case is your Lion Shaman level. Of course, having a Lion Shaman level of 17 only gives you level 15 Elemental Forms, which is what a Druid of your archetype gets at level 17.
You can't have level 17 Elemental Forms because that's not what a 17th-level druid of your chosen archetype gets.
