OK, how about if an Oracle wants a familiar, take Eldritch Heritage (Arcane), easy enough. Then Improved Eldritch Heritage, and take the 9th Level Arcane Bloodline power:
'New Arcana (Ex): At 9th level, you can add any one spell from the sorcerer/wizard spell list to your list of spells known. This spell must be of a level that you are capable of casting. You can also add one additional spell at 13th level and 17th level.'
Did anyone else's brain just melt?
'For purposes of using that power, treat your sorcerer level as equal to your character level – 2, even if you have levels in sorcerer. You do not gain any of the other bloodline abilities.'

Technically, is an Oracle capable of casting a Sorcerer/Wizard spell?

It is added to your list of spells known as a sorcerer. Congratulations, you now have a sorcerer spell known, but no sorcerer spell slots to cast it with.
But hey, you can take improved familiar to net yourself a very cute Lyrakien Azata familiar. =)

I believe this means a 15th Oracle that has the ability to cast a level 7 oracle spell could learn a level 7 sorc spell. When casting that spell the oracle would use a "Sorcerer caster level of 13."
While a fighter could not take this feat because he cannot cast level 7 spells... and an oracle that is level 10 could not choose a level 7 spell either... but they could choose, as an example, a level 4 spell from the sorc/wiz list. This is kind of like the Magician Bard ability.
I could be very wrong however.

I'd disagree. If this was so, sorcerer/oracles would be able to freely use sorcerer spell slots to cast oracle spells and vice versa. A more sensible ruling would be that spells known are specific to class. Furthermore, keep in mind that unlike the magician bard, this is a general feat rather than a class ability.
Yeah fighters have some tasty choices...
Eldritch Heritage(abyssal)? I like free boosts to my strength for three feats.
Not many fighters will have the required CHA score though.
That said, I love this line of feats. Now sorcerers of any bloodline can get familiars, and Eldritch Knight sorcerers can at least hope to see level 15 bloodline abilities. It's also basically a massive bone thrown to CHA-based characters. I imagine there are many paladins out there salivating at the thought of +4 natural armour, +10 (choose your element) res and draconic wings.

The Time Mystery in Ultimate Magic is my favourite thing I've seen yet.
After really looking at the Cleric spell list I've realized that there is little to no point in using Eldritch Heritage to learn a few Arcane spells... There are so many great Divine damage spells, I just never noticed... lol Implosion? Stormbolts? That's insane damage! :)

For a dedicated caster, I'd recommend the few heritage for the level 15 ability (2 shots at beating SR), and the 9th level ability gets you improved invisibility as a spell-like ability. Or the alternate infernal heritage, which nets you up to +6 inherent bonus to CON and permanent wings (which you can hide or regenerate at will). For a more melee-oriented caster, go for draconic for the natural armour or abyssal for the str bonus. =)

I actually was writing up a Barbarian Dragon Disciple before UM came out. Now I'm trying to find a way to slip in the Eldritch Heritage feats for Abyssal. :-)

My interpretation is that at character levels 11th, 15th and 19th you add any one spell from the sorcerer/wizard spell list to your list of spells known. This spell must be of a level that you are capable of casting.

I could go either way on it, it'd be nice to have a few extra spells of the 'arcane' variety on my oracle's list, but if it's ever cleared up and I can't, that's fine too.

The Eldritch Heritage feats are some of the best feats I've seen in a long time.
We allow the Orc sorcerer bloodline in our campaign. I love that Paizo made something with orc in it that is strong, a little too strong in fact. Orcs always seem too weak, so I'm happy they have something strong associated with their name.
I made a cross-blooded aberration/orc blooded sorcerer. I also picked up Eldritch Heritage (Infernal-Pit-touched). Now I'll get a +6 inherent bonus to Con and Strength.
I'll get the lvl 15 and 20 ability of aberration with the lvl 1, 3, and 9 ability of the orc.
I'm making the ultimate sorcerer shapechanger. When I get the shapechange spell at lvl 19, I'll be able to cast a shapechange spell that will last for 295 minutes (almost 5 hours). I'll have a strength and con that reaches over 30. I plan to stack on Greater False Life and use Vampiric Touch to keep me in temporary hit points. I picked up Toughness.
And with Shapechange active all the time, I'll be able to cast Transformation prior to becoming a dragon or giant. So I can turn into dragon that can seriously bring the pain with an insane number of hit points. I even picked up Power Attack as my lvl 19 sorcerer bonus feat.
I couldn't do this too well before. Now I can make a shapechanging sorcerer worthy of being feared. I'm psyched.

Um if you have spells known (in the case of the Oracle) and uh you pick up that particular bloodline power... I'm pretty sure the spell would be added to your spells known. And as long as you have the appropriate spell level to you I think you would be able to cast it.
EDIT: Heck! Since it's part of your spells known and not a spell-like ability based off class level I'd say you would cast them at your full caster level, you would just have to wait 2 extra levels to gain the rest of the bonus spells. (15th and 19th respectively).

This might be RAI, but is is definitely not RAW, as neither the feat nor the power mentions "your list of spells known as a sorcerer".
