That being said, I'd use this rule in general: If inspire courage is being replaced with a power that scales in a similar manner, then it replaces it entirely. If it's being replaced by a static power that doesn't scale, then it's just the one "step" of it.

I only know from what the SRD says. For the celebrity, Famous replaces inspire courage and for the demagogue it replaces inspire courage +1. I have to wait until tomorrow to buy the PDF and our GM has allowed some swapping (including taking an archetype for the players who haven't as long as it makes sense and doesn't stretch things too much). Problem is, my bard is inspire courage based. Losing 1 point isn't such a bad thing since I've been allowed some 3.5 feats and spells, but losing the whole thing wouldn't be possible.
It does give a scaling power (bonuses to Diplomacy/Intimidate checks for the celebrity, Bluff/Intimidate for the demagogue, in a specific region depending on your level). I'm thinking it does replace the whole thing but it'd be SWELL if it didn't so I could take either or for my passionate, emotion manipulating celebrity opera singer!

I went to go look at it on d20pfsrd (which I've found since my previous post)... yeah, they both replace inspire courage entirely.
It's a bit confusing that the Demagogue says "Inspire Courage +1" and the Celebrity doesn't, but since they both scale the same as Inspire Courage does, and neither one explains what you'd do at "Inspire Courage +2" if you didn't have +1, you just don't get it any more. Sorry :(

The same thing is mentioned in my copy of Ultimate Magic so it wasn't a typo by the contributor.
I figured as much being that it does scale. Personally, I don't think that a +5 bonus to 2 skills over the course of... 18 levels I think is really worth inspire courage. Skills are really easy to give huge boosts to through feats if it's that important to you. On top of that, this ability only gives you a bonus in a specific region until really high levels so it's not even a blanket one. Pass!

Added FAQ tag. This is an inconsistent ability replacement, as a number of the Fighter Archtypes replace specific ranks in class features (Armor Training 1, 2, etc) with different archtype abilities. If the Demagogue archtype is supposed to replace Inspire Competence entirely, it should specifically do so and not just Inspire Competence +1.
