Yep.
If you have a +5 Charisma modifier, you reduce the HD of each creature affected by the spell by 5. So, if you cast the pattern into the center of a pack of 44 5-HD goblins, they all get hit by the spell, and they all have an effective 0 HD, so all 44 attempt the save.
It would be reasonable to put a "Minimum 1" on Awesome Display, though.
