3.5 or d20 modern? (those would be the ones I would use)
I don't really know about those kind of adventures, but I guess you can write one up yourself pretty easily.
You might want to make a mini-sandbox, a confined environment where you can do anything you want. For d20 modern, you can write up a city. The mob template might help too, although it has CR that's too high for level 1-4.

You could do Age of Worms adventure path and engineer their failure at the Champion's Belt. If you're familiar with that adventure, the result could quickly become a zombie (or rather wight) apocalypse in Waterdeep. You can also do an archive search here; I know the subject was discussed quite a bit when the adventure was first released.

"Hungry Are the Dead" has a nice section where waves of undead threaten to overrrun Falcon's Hollow. It is for 6th level,though, but you may tone down the strength of the undead.

Check out the LVL 4 adventure "Totentanz" in Dungeon 90. And the level 6 adventure "Tammeraut's fate" in Dungeon 106.
Totentantz would be a good one if you replace those skeletons with zombies. I think it would be interesting to see zombies acting out their old lives then coming to life and hungry for brains in the evening.

Expedition to Castle Ravenloft is a great, self contained zombie themed adventure from the last days of 3.5. It runs levels 6-10 but can be scaled back to be shorter if you wish. The Expedition series adventures that I ran were really quite good and I enjoyed them as much as my players. I ran Castle Ravenloft and Demonweb Pits and heard Undermountain and Ruins of Greyhawk were good as well.
If you are looking for a bigger campaign featuring zombies and apocalyptic undead scenarios, you really can't do better than Age of Worms. It is epic awesome ranging from level 1-22.
