Telling blow

Is the telling blow feat still balanced for use with PRPG (it is in the PH2 for 3.5 Ed.).
Looking for opionions since I have a Rogue in my RotR game who wants to take it.

is that the feat that let them do sneak attack on a crit? if so it's fine I think.
