"It uses your base attack bonus (possibly allowing it multiple attacks per round in subsequent rounds) plus your Wisdom modifier as its attack bonus. It strikes as a spell, not as a weapon, so for example, it can damage creatures that have damage reduction. As a force effect, it can strike incorporeal creatures without the reduction in damage associated with incorporeality."

So if it is striking as a spell based force effect... touch attack?

Sovereign Court

No, nothing about force inherently allows it to ignore armor, and if something is a touch attack it is always specified. Plus its never been a touch attack so I am sure a significant change like that would have been made clear.

"Strikes as a spell" means "ignores DR".

"As a force effect" means exactly what it says, "hurts incoporeal".

I am having real trouble taking those two statements and getting "touch attack" out of them. When a spell is a touch or ranged touch attack, it says so.
