Indeed it is, although the 22nd is George Washington's birthday (which was what President's Day was initially based upon, it was changed to be called President's Day after the government changed the holiday to take place on the third Monday in February).

My guess is someone's finger slipped.

It is, and this was my fault, actually. I think my brain left out an "Until" somewhere.

If I remember correctly, it was moved so that it could also honor Lincoln, who also had a February birthdate, without giving yet another day off in the same month.
