I'm not sure that there is a definite answer for that, but you might use the cost of living charts as an example.
Destitute (0 gp/month): The PC is homeless and lives in the wilderness or on the streets. A destitute character must track every purchase, and may need to resort to Survival checks or theft to feed himself.
Poor (3 gp/month): The PC lives in common rooms of taverns, with his parents, or in some other communal situation—this is the lifestyle of most untrained laborers and commoners. He need not track purchases of meals or taxes that cost 1 sp or less.
Average (10 gp/month): The PC lives in his own apartment, small house, or similar location—this is the lifestyle of most trained or skilled experts or warriors. He can secure any nonmagical item worth 1 gp or less from his home in 1d10 minutes, and need not track purchases of common meals or taxes that cost 1 gp or less.
Wealthy (100 gp/month): The PC has a sizable home or a nice suite of rooms in a fine inn. He can secure any nonmagical item worth 5 gp or less from his belongings in his home in 1d10 minutes, and need only track purchases of meals or taxes in excess of 10 gp.
Extravagant (1,000 gp/month): The PC lives in a mansion, castle, or other extravagant home—he might even own the building in question. This is the lifestyle of most aristocrats. He can secure any nonmagical item worth 25 gp or less from his belongings in his home in 1d10 minutes. He need only track purchases of meals or taxes in excess of 100 gp.
Say his parents live in the poor bracket and his university education requires him to pay for the wealthy bracket when at University. If it was in session 9 months of the year, 900 gp per year, 3,600 gp for 4 years at University. Maybe an apprenticeship or trade school could require the average lifestyle of 10 gp/month. The student doesn't get the other benefits of the lifestyle, but it covers room, board and education.
Not sure if that helps, but it's my best guess of a starting point.

Ithuriel's advice has real merit.
In terms of Kaer Maga though, I'm not sure there are any universities there. Your GM could absolutely modify the city to contain such, but based on published info it's kind of a spooky Mos Eisley where people go to disapear. Korvosa is in that general viscinity of Golarion and has a couple universities though. But that's only "as-written" and your GM may have modified things to suit the campaign...

Kaer Maga (as printed) has:
The Lyceum: Kaer Maga’s own college of the arts, the Lyceum, turns out some of the best entertainers in Varisia, but you’d never hear a Korvosan or Magnimarian admit it.
and
The Price of Freedom, an esteemed and aptly named fighting academy that trains any citizens of the district (and outside applicants, for a hefty fee) in the fine art of combat. Preaching self defense at all costs, the school doesn’t stop at formal weapons training but instead draws on everything its instructors have learned from years of street fighting: dirty tricks, guerrilla tactics, and more.
Search of the pdf doesn't turn up anything else for school or University. Sending him off to Korvosa sounds good if the parents wanted him to mingle with minor aristocracy and wealthy merchants. If you specifically want it to be within Kaer Maga and don't want to create a new University to do so, a privileged apprenticeship with Ardoc family of Bis who run the Golemworks might be about right.
